Opacity Action and layer opacity bug?

whenever I have a layer start with an opacity of zero, every layer in that container stops playing its effects when the container is started. The layer that starts with an opacity of zero has its opacity action set to restart, but the other two layers are set to normal, as their opacities do not change. If the opacity is set to anything other than zero, it works fine, but then the effect doesn't restart when I bring the opacity up since it's not changing from zero. I'm not sure if this is a known bug, but I didn't see anyone else showing a similar issue.
